Uttar Pradesh is accelerating the development of five textile parks under the Sant Kabir Textile and Apparel Park Scheme across Varanasi, Amroha, Bareilly, Sant Kabir Nagar, and Bijnor. Spread over 326 acres, the PPP-based projects aim to attract significant investment, create thousands of jobs, strengthen textile manufacturing, boost exports, and support the state’s one-trillion-dollar economy vision.
Lucknow, India: Uttar Pradesh is accelerating the development of five large-scale textile parks under the Sant Kabir Textile and Apparel Park Scheme, a strategic initiative aimed at strengthening the state’s position as a leading textile and apparel manufacturing hub while generating significant investment and employment opportunities.The state government has identified more than 326 acres of land across five districts for the proposed textile parks. The projects will be developed in Varanasi, Amroha, Bareilly, Sant Kabir Nagar, and Bijnor, with all required land transfers already receiving Cabinet approval.
Under the plan, textile parks will be established on 75 acres in Ramna (Varanasi), 79.825 acres in Amroha, 79.580 acres in Baheri (Bareilly), 39.490 acres in Maghar (Sant Kabir Nagar), and 52.910 acres in Nagina (Bijnor). The initiative is expected to create a strong foundation for textile manufacturing, apparel production, technical textiles, and export-oriented industries.
PPP Model to Attract Private Investment
All five textile parks will be developed under the Public-Private Partnership (PPP) model, allowing the government to leverage private sector expertise and investment while creating large-scale employment opportunities across the state.
Officials confirmed that the development authority for the project has been notified and the land transfer process has been completed. The government is now moving ahead with planning, infrastructure development, and investor outreach activities.
Project Planning Gains Momentum
The Northern India Textile Research Association (NITRA) has submitted a pre-feasibility report for the proposed textile park in Varanasi. Meanwhile, revised reports for the remaining four parks are being prepared and will be finalized after incorporating recommendations from industry stakeholders.
Infrastructure work has already commenced at the Ramna Textile Park in Varanasi, where construction of a connecting road is progressing. Following the completion of the tendering process, contractual formalities are currently underway.
To ensure uninterrupted power supply for future industrial operations, plans have also been finalized for a 132 kV substation, transmission lines, and 33 kV electrical infrastructure within the textile park.
Focus on Sustainable Development
The Uttar Pradesh government is placing strong emphasis on environmental compliance for the projects. Procedures related to environmental clearances, groundwater approvals, and forest department no-objection certificates are currently in progress.
Simultaneously, the government is preparing PPP-based tender documents for the appointment of master developers for the remaining four textile parks.
Strengthening Uttar Pradesh’s Textile Ecosystem
Industry stakeholders have shown strong interest in the initiative, reinforcing expectations of substantial private investment once the parks become operational.
The state government believes the Sant Kabir Textile and Apparel Park Scheme will significantly enhance Uttar Pradesh’s capabilities in textile manufacturing, ready-made garments, technical textiles, and exports, while creating thousands of direct and indirect employment opportunities.
The initiative aligns with Uttar Pradesh’s broader economic vision of becoming a one-trillion-dollar economy, positioning the state as a major destination for textile investments and industrial growth in India.
