ALLOCATION OF FUNDS TO PLI SCHEME

The National Mission on Technical Textiles (NTTM), launched in 2020 with a budget of ₹1,480 crore, focuses on research, innovation, promotion, market development, export promotion, and skill building in the technical textiles sector. So far, 168 R&D projects, 20 startups, and 41 proposals for upgrading laboratory equipment and faculty training in educational institutions have been approved under NTTM.

The Production Linked Incentive (PLI) Scheme for Textiles, approved in September 2021 with an outlay of ₹10,683 crore, aims to boost the production of MMF apparel, MMF fabrics, and technical textile products.

  • Part-1 requires a minimum investment of ₹300 crore and turnover of ₹600 crore per company.
  • Part-2 requires a minimum investment of ₹100 crore and turnover of ₹200 crore per company.
    Incentives are provided after achieving threshold investment and turnover, followed by incremental turnover. So far, ₹54.50 crore has been disbursed to two companies that met the targets for FY 2024–25.

NTTM also supports sustainable and recyclable textile material research and engages with stakeholders to promote environmentally responsible production.

The government is promoting textile and garment exports through schemes such as:

  • RoSCTL for zero-rated exports of apparel, garments, and made-ups.
  • RoDTEP for other textile products.
  • Assistance to Export Promotion Councils for domestic and international events.
  • Support for BHARAT TEX, a mega textile event showcasing India’s textile value chain and innovations.
    India has also signed 15 FTAs and 6 PTAs to improve market access and competitiveness.

Export data for textiles and apparel (including handicrafts) from FY 2022–23 to FY 2024–25 shows Gujarat, Tamil Nadu, Haryana, Maharashtra, Uttar Pradesh, and Karnataka as leading contributors. The total export value rose from $36.68 billion in FY 2022–23 to $37.75 billion in FY 2024–25.
