Ministry of Textiles Holds First Post-Budget National Industry Consultation

The Ministry of Textiles held its first post-budget National Industry Consultation at Vanijya Bhawan, New Delhi, on 19th February, 2026, Thursday. The meeting brought together government officials, industry representatives, financial institutions and development partners to discuss implementation priorities following the Union Budget 2026 announcements. Discussions focused on the Textile Expansion and Employment (TEEM) Scheme and the Tex Eco Initiative.

The consultation centred on operationalising two key initiatives announced in the Union Budget 2026 — the Textile Expansion and Employment (TEEM) Scheme and the Tex Eco Initiative. These initiatives are intended to strengthen competitiveness, modernisation, sustainability and employment generation across the textile and apparel sector.

Shri. Rohit Kansal, Additional Secretary (Textiles), delivered the welcome and context-setting address. He stated that the Union Budget has been distinctly textile-centric, with emphasis on employment generation and manufacturing growth. He noted that the integrated programme for the textile sector provides a framework to align investments, policy measures and institutional efforts across the value chain. He also indicated that the Budget reflects an intent to scale manufacturing, strengthen domestic capabilities and position textiles as a contributor to growth and job creation.

Smt. NeelamShami Rao, Secretary (Textiles), delivered the special address. She observed that after a year marked by resilience amid global headwinds, the outlook for the Indian textile industry is increasingly favourable. She stated that key Free Trade Agreements (FTAs) currently in place are creating market opportunities for Indian exporters by enhancing tariff competitiveness and strengthening India’s position in global value chains. She further noted that the alignment of these trade agreements with a textile-focused Union Budget provides an opportunity for the sector to expand production, attract investments and increase participation in global markets.

A presentation on the Textile Expansion and Employment Mission outlined plans for modernising weaving, processing and garmenting segments, mobilising investments, increasing MSME participation and generating employment. This was followed by a briefing on the Tex Eco Initiative, which aims to integrate sustainability, circularity, resource efficiency and green manufacturing practices across the textile value chain.

During the interactive session, stakeholders provided feedback and recommendations, including suggestions related to time-bound approvals, MSME financing, cluster infrastructure, targeted skilling, digital monitoring, sustainability-linked incentives and coordination with state policies and export measures. Participants also acknowledged the comprehensive approach adopted in the textiles package.

In his concluding remarks, Shri. Rohit Kansal reiterated the Ministry’s commitment to collaborative engagement to translate policy measures into implementation outcomes. He invited industry stakeholders to submit detailed written inputs and suggestions to support timely finalisation and execution.

The session concluded with a vote of thanks by Smt. Vrunda Manohar Desai, Textile Commissioner, who acknowledged stakeholder participation and stated that the Ministry remains committed to time-bound and outcome-oriented implementation.

The post-budget National Industry Consultation forms part of ongoing efforts to strengthen structured dialogue between government and industry and to advance a coordinated roadmap for the textile sector.
