TOMRA Champions Circular Economy in EU Clean Industrial Aid Policy

TOMRA, a global leader in waste-sorting and recycling technologies, has united with a coalition of circular economy stakeholders to urge the European Commission to incorporate stronger support for circularity in the upcoming Clean Industrial State Aid Framework (CISAF).

Despite circularity being named as one of the foundational elements of the EU’s Clean Industrial Deal, the coalition expresses concern that the draft CISAF lacks concrete support for circular measures. They argue that financial backing for circular infrastructure is essential to scale sustainable systems and meet key EU environmental and economic objectives.

Bilyana Ignatova, TOMRA’s Vice President of EU Public Affairs, emphasized that the Clean Industrial Deal’s success hinges on balanced support across all its pillars, especially circularity. “Circularity must receive the same level of policy and funding commitment as decarbonisation and other priorities,” she stated.

The Clean Industrial Deal highlights circularity as central to resource efficiency, reduced emissions, and long-term competitiveness. However, the absence of targeted support for circularity in the CISAF draft jeopardizes the EU’s goals of enhancing resilience, minimizing waste, and reducing external material dependencies.

The coalition is pressing for dedicated state aid provisions to accelerate circular projects, which they believe are vital to making Europe’s industry more sustainable and economically secure. They stress that without adequate funding mechanisms, the EU’s aim to become a global circular economy leader by 2030 will remain out of reach.
