INDA, the Association of the Nonwoven Fabrics Industry, has commended the U.S. House of Representatives for the passage of the WIPPES Act (H.R. 2269) on June 26, 2025. This bipartisan legislation establishes national labeling standards for non-flushable wipes to combat wastewater system clogs caused by improper disposal.
The bill mandates clear “Do Not Flush” labels on non-flushable wipes, building upon similar laws already adopted in seven U.S. states. It aims to provide a unified federal solution, resulting from years of collaboration between the nonwovens industry and wastewater utilities.
Having passed through the House Committee on Energy and Commerce in late 2023, the bill moved to the House floor and was approved via voice vote. Its Senate counterpart (S. 1092) was also advanced by the Senate Commerce Committee, signaling strong bipartisan support and growing momentum toward nationwide adoption.
