ITADCs to emerge as one-stop growth hubs for Textile Entrepreneurs and MSMEs :Giriraj Singh

Union Textiles Minister Giriraj Singh has said that Integrated Textile and Apparel Development Centres (ITADCs) are set to become one-stop growth hubs for textile entrepreneurs and MSMEs, as the government intensifies efforts to strengthen India’s textile ecosystem through technology upgradation, institutional reforms, skill development, and industry support.

The statement came during a high-level review meeting chaired by the Minister to assess the progress of major textile sector initiatives. The meeting was attended by Secretary, Ministry of Textiles, Smt. Neelam Shami Rao, Textile Commissioner Smt. Vrunda Manohar Desai, and senior officials of the Ministry.

ITADCs Being Repositioned as Integrated Growth Hubs

During the review, the Minister assessed the transformation of the erstwhile Powerloom Service Centres into Integrated Textile and Apparel Development Centres (ITADCs), which are being repositioned as comprehensive support hubs for the textile value chain.

The revamped centres are designed to provide a wide range of services under one roof, including:

  • skill development and training
  • testing and design support
  • technology adoption assistance
  • entrepreneurship development
  • credit facilitation
  • export promotion
  • e-commerce and market linkages

The government envisions ITADCs as institutions that can support textile businesses from the incubation stage to market expansion, especially for entrepreneurs, MSMEs, and local textile units.

ITADCs Expand Outreach in Q1 FY27

Reviewing the performance of ITADCs during the first quarter of FY 2026–27, Giriraj Singh appreciated the expansion in their activities and outreach.

According to the Ministry, during the quarter the centres:

  • trained over 1,170 trainees
  • reached nearly 1,770 textile units through outreach programmes
  • facilitated institutional credit support
  • strengthened e-commerce linkages
  • promoted product-led entrepreneurship initiatives
  • encouraged commercialisation of new-age fibres such as bamboo, hemp, flax, banana and pineapple fibres

The Minister noted that ITADCs are steadily evolving into innovation and enterprise development centres that can play a crucial role in driving growth, competitiveness, and diversification across India’s textile sector.

ATUFS Supports Over 10,000 Textile Units

The Minister also reviewed the progress of the Amended Technology Upgradation Fund Scheme (ATUFS) and acknowledged its contribution to modernising India’s textile manufacturing base.

As per an independent third-party impact assessment, 10,061 textile units have been supported under ATUFS with ₹2,776 crore in subsidy assistance, leveraging investments of more than ₹53,121 crore.

The scheme has helped install nearly 6.7 lakh benchmarked textile machines and generated approximately 3.6 lakh direct jobs, according to the assessment.

Strong Multiplier Effect of ATUFS

The study highlighted the strong investment multiplier effect of the scheme. It found that:

  • every ₹1 crore of subsidy mobilised nearly ₹19 crore of private investment
  • the same level of subsidy generated around 130 direct jobs
  • 46% of the total subsidy was availed by the weaving sector
  • 46% of employment generated in composite units accounted for nearly 1.7 lakh jobs

These findings underline the role of ATUFS in driving technology modernisation, improving productivity, and boosting employment generation in the textile sector.

Ministry Launches Revamped Website and KPI Portal

As part of the review meeting, the Union Minister also inaugurated the revamped website of the Office of the Textile Commissioner. The updated platform features a modern and accessible interface, detailed information on schemes and services, interactive maps of ITADCs and powerloom clusters, and a design aligned with the Ministry of Textiles’ digital identity.

In addition, Giriraj Singh launched a new Key Performance Indicator (KPI) Portal for ITADCs, which will allow real-time monitoring of institutional performance through field-level data capture, benchmarking, digital dashboards, and structured review mechanisms. The portal is expected to improve governance, transparency, and service delivery across ITADCs nationwide.

Focus on Convergence and Industry Coordination

Secretary, Ministry of Textiles, Smt. Neelam Shami Rao, stressed the importance of institutional convergence and called for closer coordination among field formations, the Textile Committee, Export Promotion Councils, Textile Research Associations, and industry bodies.

The Minister also directed all field offices to work closely with State Governments and sector stakeholders to improve the implementation of government initiatives and expand outreach to textile enterprises across the country.

Government Reaffirms Commitment to Textile Growth

The review meeting concluded with a renewed commitment from the Ministry of Textiles to strengthen institutional support, accelerate technology upgradation, foster entrepreneurship, and build a globally competitive, innovation-driven, and employment-intensive textile sector.

With ITADCs being reshaped as integrated growth hubs and ATUFS continuing to support modernisation, the government is aiming to create a stronger support system for textile entrepreneurs, MSMEs, and manufacturing units while improving India’s position in global textile markets.
