Lucknow, India: Uttar Pradesh is accelerating the development of five major textile parks under the ambitious Sant Kabir Textile and Apparel Park Scheme, reinforcing its strategy to emerge as one of India’s leading textile and apparel manufacturing destinations.
The state government has earmarked more than 326 acres of land for the proposed textile parks, which will be established in Varanasi, Amroha, Bareilly, Sant Kabir Nagar, and Bijnor. All required land transfers have already received Cabinet approval, marking a significant milestone in the project’s implementation.
According to official sources, the textile parks will be developed across 75 acres in Ramna, Varanasi; 79.825 acres in Amroha; 79.580 acres in Baheri, Bareilly; 39.490 acres in Maghar, Sant Kabir Nagar; and 52.910 acres in Nagina, Bijnor. The projects are being developed under the Public-Private Partnership (PPP) model to attract substantial private investment while generating large-scale employment opportunities throughout the state.
The government has already completed the land transfer process and issued notifications for the formation of the development authority responsible for overseeing the projects.
Project planning activities are also progressing rapidly. The Northern India Textile Research Association (NITRA)has submitted the pre-feasibility report for the Varanasi textile park, while revised reports for the remaining four locations are currently being prepared. These reports will be finalized after incorporating recommendations and feedback from industry stakeholders.
Infrastructure development has already commenced at the proposed Ramna Textile Park in Varanasi, where work on a key connecting road is underway. Following the completion of the tendering process, contractual formalities for road construction are currently being finalized.
To support industrial operations, the state government has also prepared plans for the development of a 132 kV power substation, transmission lines, and 33 kV electrical infrastructure within the park, ensuring reliable energy supply for future manufacturing units.
Environmental compliance remains a priority for the project. Authorities are currently processing environmental clearances, groundwater extraction approvals, and necessary no-objection certificates from the Forest Department to ensure sustainable development of the textile parks.
Meanwhile, PPP-based tender documents are being prepared to select master developers for the four remaining parks. Officials have reported strong interest from industry stakeholders, indicating significant potential for investment once the projects move into the implementation phase.
The Uttar Pradesh government believes the Sant Kabir Textile and Apparel Park Scheme will play a crucial role in expanding the state’s footprint in textile manufacturing, ready-made garments, technical textiles, and exports. The initiative is expected to attract substantial industrial investment, create thousands of direct and indirect employment opportunities, and contribute significantly to the state’s broader economic vision.
As Uttar Pradesh continues its push toward becoming a one-trillion-dollar economy, the development of these textile parks is expected to strengthen industrial competitiveness, boost exports, and position the state as a major hub for textile and apparel production in India.
